About Our Buildings & Grounds Department

West Seneca CSD is composed of 2 High Schools, 2 Middle Schools, 5 Elementary Schools, and a Bus Garage. There are 100 employees consisting of Head Custodians, Senior Custodians, Custodians, Laborers, Cleaners, Maintenance, and Grounds workers.

The Buildings and Grounds Office is located in the Ebenezer building at 900 Mill Road. The Director of Facilities is Michael Barr, the Assistant Director of Facilities is Richard LaCorte, the Executive Housekeeper is Joseph McPike and the Account Clerk for Buildings and Grounds is Vicky Cascio. These people manage the District facilities with a staff of knowledgeable and dedicated employees.

Buildings and Grounds is a support service that is here to maintain our facilities and help in our quest to provide a quality education for our students.

Facility Procedures

Asbestos Notification

In accordance with the federal Asbestos Hazard Emergency Response Act (AHERA), the West Seneca Central School District has conducted inspections and maintains asbestos management plans for each District school building.

These management plans are available for review during regular business hours at each school building and at the District office. The plans include information regarding AHERA inspections, re-inspections, periodic surveillance, operations and maintenance activities, and any asbestos-related response actions taken or planned.

The District intends to comply with all applicable federal and state asbestos regulations and to maintain a safe and compliant learning and working environment for students, staff, and visitors.

Pesticide Notification

New York State Education Law Section 409-h and the Commissioner of the State Education Department require all public and nonpublic schools to provide written notification regarding the potential use of pesticide products periodically throughout the school year.

School staff, parents, guardians, or others legally responsible for a student may request to be placed on the District’s 48-hour prior written notification list for certain pesticide applications.

Some pesticide applications are exempt from prior notification under law. If an emergency application is necessary to protect against an imminent threat to human health, a good faith effort will be made to supply written notification to those on the notification list prior to or at the time of the application.

Use of School Facilities

Community groups may use school facilities for social, civic, and recreational meetings and entertainments, or other community welfare use when such buildings are not scheduled for school purposes.

Policies regarding fees, insurance, restrictions, responsibilities for damages incurred, and safety requirements for use of swimming pools and other school facilities are available to applicants through the offices of the building principals.

Water Testing Results

New York State Public Health Law requires all public schools to test drinking water outlets for lead every three years to help protect student and staff health. As part of this mandate, water outlets that have not been used for 8–18 hours are sampled (“first-draw” samples) and analyzed by a certified laboratory. If lead is detected above the state action level, the outlet must be removed from service for drinking or cooking until it is remediated and passes re-testing.

In 2022, the New York State Legislature and Department of Health updated the regulation by lowering the action level for lead in school drinking water from 15 parts per billion (ppb) to 5 ppb. This more protective standard reflects improved scientific understanding and the recognition that even low levels of lead exposure can pose health risks to children. Because of this updated threshold, some outlets that were previously compliant under the 15 ppb standard now require remediation even though no new plumbing issues have occurred.

Lead in drinking water typically does not come from the water source itself, but rather from building plumbing components—such as older fixtures, solder, fittings, and valves. Even modern “lead-free” components can contain trace amounts of lead that may leach into water when it sits unused in pipes for several hours.
