Formal consultation

The required process under section 7 of the ESA between FWS or NOAA Fisheries and a Federal agency or applicant conducted when a Federal agency determines its action is likely to adversely affect a listed species or its critical habitat; used to determine whether the proposed action is likely to jeopardize the continued existence of listed species or adversely modify critical habitat. This determination is stated in a biological opinion.
